Why Don't all the Pin Boxes Have Matching True Sets?
In the Early Years there were not as many French Canadian Stores or USA Stores as there were Canadian English Stores. So the ratio of Canadian English Tim Cards vs French Carte Tims or USA Cards will always be significantly higher and Releases more frequent.  It is speculated the Different Circulation Runs Used Different Pin Tape Rolls
Generally there is at least one True Matching Set when a New Card is Released and where there is a Canadian English, Canadian French and USA Version Card where the Pin boxes Do Match Each other for Each New Card Set Released. This has been proven constant to current date
Envelope Notes
Annual Companion Gift Card Covers
Gift Card envelopes that match or accompany the gift cards released create a mini sub set when combined together. Just like gift cards some envelope covers are rarer than others and were only released for a very short time to accompany the gift card and because of that are well sought after by many collectors

Recording Matching Companion Items on the VL/FD List
In the earlier years gift card envelope covers have a VL/FD number just like the gift cards and are recognized and recorded for tracking purposes by collectors whether they collect them or not to fill in blank holes within the full VL/FD Listing to verify a Tim Card was not released in this opening

Two Different Envelope Covers were Released in 2007
